Virginia's Residential Energy Code: One Statewide Standard, Now Three Climate Zones

Virginia isn't a home-rule state for energy code - the entire Commonwealth runs on one edition, set by the Uniform Statewide Building Code and enforced locally. What changed with the current cycle isn't the edition city to city, it's the climate zone map itself. Every claim on this page is checked against DHCD's own published code documents and the code text itself - see the Verification Appendix.

1. What the Code Is and Who Enforces It

Virginia's building regulations run through a single statewide framework: the Virginia Uniform Statewide Building Code (USBC), administered by the Department of Housing and Community Development (DHCD) and adopted by the Board of Housing and Community Development. Unlike Texas or Colorado, Virginia does not let individual cities or counties adopt their own edition of the energy code - the USBC sets one standard for the entire Commonwealth, and local building departments enforce that standard rather than write their own.

The USBC is split into parts. The Virginia Construction Code (VCC) covers commercial construction and is based on the 2021 International Building Code. The Virginia Residential Code (VRC), based on the 2021 International Residential Code, applies to detached one- and two-family dwellings and townhouses. Energy compliance for residential work runs through the Virginia Energy Conservation Code (VECC), DHCD's own name for its 2021-IECC-based energy chapter. All three took effect on the same date: January 18, 2024.1

DHCD's own "Codes" page states the effective date plainly: "Effective January 18, 2024, Virginia adopted the 2021 I-codes as referenced in the Virginia Construction Part 1 and the 2021 Statewide Fire Prevention Code; and the 2020 National Electrical Code."1 ICC's own Digital Codes listing for the "2021 Virginia Energy Conservation Code" confirms the same effective date and notes it is "a fully integrated code based on the 2021 International Energy Conservation Code."2 The U.S. Department of Energy's Building Energy Codes Program corroborates this from the federal side: Current State Code (Residential) = "2021 IECC with Amendments," State Amendments = Yes, Can use COM/REScheck = Yes.3

Who enforces it

Enforcement is local. Every Virginia city and county has its own building department, and that department's plan reviewers and inspectors check permits against the VRC and VECC. What doesn't vary is the code content itself - a plan reviewer in Bristol and a plan reviewer in Alexandria are checking the same envelope table, the same equipment-sizing section, and the same testing thresholds, because both localities are bound by the same statewide code. That's a structurally different situation than a home-rule state, where the first question is always "which edition does this specific city enforce." In Virginia, the first question is almost always answered before you ask it - the harder question, covered in Section 2, is which climate zone your locality falls into.

The one-year choice window (already closed)

When a new USBC edition takes effect, Virginia code text builds in a transition period. The 2021 Virginia Residential Code's own administrative chapter states: "The applicant for a permit during such 1-year period shall be permitted to choose whether to comply with the provisions of this code or the provisions of the edition of the code in effect immediately prior to the 2021 edition."4 That window ran from January 18, 2024 through January 18, 2025 and has since closed - every new residential permit application in Virginia is now reviewed under the 2021-cycle VRC and VECC, full stop. The provision matters mainly as a reminder that Virginia's code text itself, not just custom, sets these transition rules, and the same one-year mechanism will apply again whenever the next cycle takes effect.


2. What Actually Changed - Climate Zones, Not Editions

Because Virginia isn't home rule, the 2021 cycle's biggest practical change for a builder or homeowner isn't a patchwork of city-by-city editions. It's a change to the climate zone map itself - and climate zone drives which R-values, U-factors, and design temperatures apply to a given project.

One zone became three

Under the prior code cycle, essentially all of Virginia was treated as a single climate zone: 4A (Mixed Humid). The 2021 VRC/VECC update, based on updated ASHRAE climate data, split the state into three zones. A guide published for Virginia code officials and reviewers spells out the change directly: "Virginia is no longer entirely within the 4A Mixed Humid zone. Nineteen Cities and Counties along the southern and eastern edge of the Commonwealth are now 3A Warm Humid, and five Cities and Counties on the northwest edge of the Commonwealth are now 5A Cool Humid."5

The zone number and letter drive the specific R-value and U-factor thresholds in the prescriptive table (Section 3), and they drive the heating and cooling design temperatures that feed directly into a Manual J calculation. A project just across a county line that moved from 4A to 5A, or from 4A to 3A, is now held to a different envelope table and different design conditions than it was under the prior cycle - even though both counties are still governed by the exact same statewide code document.

What didn't change

The code edition itself is uniform - there is no "Virginia city that's still on the old code" the way Fort Worth stayed on an older energy code inside Texas's home-rule system. Every Virginia locality moved to the 2021-cycle VRC and VECC on the same day, January 18, 2024. The only per-locality variable that changed with this cycle is which side of the new zone map a given city or county landed on.


3. Your Ways to Comply

Whichever of the three zones your project sits in, the same three general compliance paths apply under the VECC, carried forward from the 2021 IECC structure it's based on:

Which path fits which project:

  • Simple, code-minimum spec homes with standard framing - the prescriptive path is fastest through plan review and the cheapest to document, in any of Virginia's three zones.
  • 2x4 walls, large window packages, or one component that's short of the table - the UA trade-off (REScheck) is usually the cheapest fix. A REScheck report documents the offset in a same-day report rather than a multi-week energy model.
  • Custom homes, unusual HVAC, or a design the prescriptive/UA path can't cleanly capture - go simulated performance. It costs more and takes longer, but it's the only path flexible enough for genuinely non-standard designs.
  • Already paying for a HERS rating for a utility rebate, ENERGY STAR, or the federal 45L tax credit - use the ERI path and let that rating do double duty as code compliance.

Which REScheck edition to select. Because Virginia's energy code is uniform statewide, this is simpler here than in a home-rule state: select the plain 2021 IECC edition inside REScheck-Web. REScheck-Web's own supported-codes list (version 4.2.0, October 6, 2025 release) carries the 2021 IECC as a standard option, alongside 2009 through 2024; no dedicated Virginia-specific edition is listed or needed.6 The one variable that still matters is your climate zone - selecting the wrong zone inside the tool produces a report checked against the wrong table, even though the code edition itself is correct.

What about Manual J? The Virginia Residential Code's Chapter 14 carries the same equipment-sizing requirement found nationally: Section M1401.3, "Equipment and appliance sizing," requires "heating and cooling equipment and appliances" to "be sized in accordance with ACCA Manual S or other approved sizing methodologies based on building loads calculated in accordance with ACCA Manual J or other approved heating and cooling calculation methodologies."7 That's not an energy-code add-on - it's part of the mechanical chapter of the residential code itself, and it applies regardless of which of Virginia's three climate zones governs your envelope compliance path.

Some Virginia localities go further than a bare code citation. The City of Suffolk's own "Residential Statement of Compliance for Equipment and Appliance Sizing" requires the applicant to attest that HVAC equipment was sized per VRC Section R403.7, Section M1401.3, and Section M1601.1 (Duct Design), and to attach the ACCA "Residential Plans Examiner Review Form for HVAC System Design (Loads, Equipment, Ducts)" along with a Manual J1 (or abridged MJ1AE) form and supporting worksheets, OEM equipment performance data, and a Manual D friction-rate worksheet.8 That's direct, in-writing evidence that at least one Virginia building department expects a documented Manual J attached to the mechanical permit, not just available on request.


4. Virginia-Specific Wrinkles

Confirm your locality's climate zone, not just "Virginia." With the 2021 cycle's three-zone split, "Virginia is Zone 4A" is no longer a safe assumption for roughly two dozen jurisdictions. A project in Suffolk or Virginia Beach is now Zone 3A; a project in Highland or Bath County is now Zone 5A; everywhere else, including Richmond and Northern Virginia, stayed at 4A. Confirm the current zone assignment for your specific city or county before finalizing insulation and glazing specs, and before running a REScheck report - a report generated against the wrong zone will not match what your reviewer expects to see.

One code, but enforcement is still local. Because Virginia's energy code content doesn't vary jurisdiction to jurisdiction, it's tempting to treat "Virginia" as a single answer the way you might treat a state with no local energy-code role at all. In practice, plan review, inspection scheduling, and which specific compliance documents a department wants attached to the permit application are still handled locally - your building department is still the one signing off, even though the code book on their desk is identical to the one in every other Virginia jurisdiction.

Design temperatures moved with the zone reassignment. A Manual J calculation depends on winter and summer outdoor design temperatures tied to your specific location. Because the 2021 cycle's climate zone changes were driven by updated heating- and cooling-degree-day data, a project in a jurisdiction that moved zones (particularly into 5A) should expect somewhat different design conditions feeding the load calculation than an older Manual J run under the prior single-zone assumption would have used.

Grace-period timing is now settled, but the mechanism will repeat. The one-year permit-choice window described in Section 1 closed January 18, 2025. If you're working from an older set of plans or an older Manual J/REScheck report prepared before that date, confirm it was run against the current 2021-cycle VRC/VECC and the correct current-cycle climate zone, not against the prior edition's single statewide 4A assumption.

What to ask your local building department before you finalize a compliance strategy:

  1. What is the current climate zone assignment for this specific parcel under the 2021 VRC/VECC - has it changed from what older plans or reports may have assumed?
  2. Which compliance path does your department see most often on residential permits: prescriptive, REScheck/UA trade-off, or ERI/HERS?
  3. Do you require a documented Manual J load calculation submitted with the mechanical permit, or only upon request or when equipment size looks disproportionate to the house?
  4. Does your department use a specific HVAC-sizing statement-of-compliance form (as Suffolk does), or accept a standard Manual J report package?
  5. Who is your approved party for any required blower-door or duct-leakage testing, and which protocol do you require?

5. Frequently Asked Questions

Does Virginia have one statewide residential energy code? Yes. Virginia is not a home-rule state for energy code. The Virginia Uniform Statewide Building Code sets one residential energy standard for the entire Commonwealth - the Virginia Energy Conservation Code, based on the 2021 IECC with amendments, effective statewide January 18, 2024.3 Local building departments enforce it, but they do not choose a different edition.

Will a REScheck report be accepted for a Virginia permit? Yes. DOE's state energy code page lists Virginia as "Can use COM/REScheck: Yes," and REScheck-Web's supported-codes list includes the plain 2021 IECC edition Virginia has adopted.6 No separate Virginia-specific edition is needed.

Is a Manual J load calculation required in Virginia? Yes.
