South Carolina is a single-code state for energy compliance - there is one statewide standard, and local jurisdictions don't choose their own edition the way home-rule states allow. But the way that standard is written into law is unusual, and it's the single most important thing to understand before ordering a report for a South Carolina project.
South Carolina's residential energy requirement doesn't live inside the residential building code's energy chapter the way it does in most states. It lives in its own law: the Energy Standard Act, codified at S.C. Code Ann. §§ 6-10-10 through 6-10-50. The operative section states the requirement in one plain sentence: "The 2009 edition of the International Energy Conservation Code is adopted as the Energy Standard. All new and renovated buildings and additions constructed within the State must comply with this standard."1 That language was last amended in 2012 (2012 Act No. 143, effective January 1, 2013), when the state moved from the 2006 to the 2009 IECC - and it has not moved since.1
The U.S. Department of Energy's Building Energy Codes Program confirms this from the federal side: Current State Code (Residential) = "2009 IECC," Effective Date = 01/01/2013, Adoption Date = 04/02/2012, State Amendments = No, Can use COM/REScheck = Yes.2 No amendments and no newer edition - a rare combination among the states covered on this site.
South Carolina's residential building code has moved forward on the normal ICC cycle - the state adopted the 2021 International Residential Code, with modifications, effective January 1, 2023. But ICC's own arrangement-and-format guide for the "2021 South Carolina Residential Code" states directly: "Chapter 11 [RE] Energy Efficiency. This chapter has been deleted in its entirety by South Carolina modification."3 In other words, South Carolina took the 2021 IRC and surgically removed the energy chapter that, in most states, would carry the current IECC edition's residential provisions - because South Carolina's energy requirement is defined by the separate Energy Standard Act instead. This is the structural reason "South Carolina uses 2009 IECC" remains true even though the residential building code itself has cycled through 2015, 2018, and 2021 editions since then.
The South Carolina Building Codes Council, under the Department of Labor, Licensing and Regulation (LLR), adopts and modifies the model building codes for statewide use.4 Actual plan review, permitting, and inspection happen at the local level - each city and county building department enforces the statewide-adopted codes, including the 2009 IECC energy standard, through its own building codes enforcement officer, who must be registered with the Council under the Building Codes Enforcement Officers' Registration Practice Act.4 Local jurisdictions may also adopt more stringent energy requirements on top of the state minimum, though the 2009 IECC baseline itself is uniform statewide.
South Carolina sits entirely within IECC Climate Zone 3A (Warm Humid). Unlike Texas or Virginia, there's no multi-zone split to track here - every South Carolina county, from the coastal Lowcountry to the Upstate mountains near Oconee and Pickens counties, is assigned Zone 3A under the IECC's own climate zone table.5 That simplifies one variable other states on this site require you to check locality by locality.
The most current signal in South Carolina code activity is the Building Codes Council's adoption of the 2024 I-Codes package. On August 26, 2025, the Council "adopted the latest editions of the mandatory codes and select appendices with modifications... to be enforced by all municipalities and counties in South Carolina," including the 2024 International Residential Code (as modified, "the 2024 South Carolina Residential Code"), alongside 2024 editions of the IBC, IFC, IPC, IMC, and IFGC and the 2023 NEC. The Council established the implementation date for local jurisdictions as January 1, 2027.6
It's tempting to read this as "South Carolina is moving to the 2024 IECC." Based directly on the pattern the 2021 cycle set - deleting Chapter 11 Energy Efficiency from the residential code and relying on the separate Energy Standard Act instead - the incoming 2024 South Carolina Residential Code should be expected to carry forward the same structure: a residential building code that has moved to 2024, sitting on top of an energy standard still fixed at the 2009 IECC by statute. Changing the energy standard itself would require the General Assembly to amend § 6-10-30 directly, not simply for the Building Codes Council to adopt a newer model code cycle. This page will be updated once the 2024 South Carolina Residential Code's final text and modification index are available to confirm whether Chapter 11 is again deleted.
What that means for a South Carolina project today, and one permitted after January 1, 2027: the structural and life-safety provisions of your project's residential code will follow whichever cycle is in force on your permit date (2021 through 2026, 2024 from 2027 onward), but the energy compliance requirement itself - the 2009 IECC, run through REScheck or the prescriptive path - is not expected to change on that same timeline.

Which REScheck edition to select. Because South Carolina's energy standard is uniform statewide and unamended, this is simple: select the plain 2009 IECC edition inside REScheck-Web, Climate Zone 3A. Duct and envelope leak testing. The 2009 IECC requires leak testing of duct systems located outside the conditioned space of the home. South Carolina's own Energy Office runs the South Carolina Duct and Envelope Tightness (SCDET) Verifier training and certification program specifically to instruct HVAC technicians and installers on performing this required duct leak testing, as well as building envelope leak testing, with certified verifiers listed in a database maintained by the SC Association of Heating & Air Conditioning Contractors.7 If your project's ducts run through an unconditioned attic or crawlspace, as most South Carolina construction does, plan on this testing step regardless of which compliance path you choose.
What about Manual J? This is where the 2021 South Carolina Residential Code's deletion of Chapter 11 doesn't reach - Chapter 14, "Heating and Cooling Equipment and Appliances," is untouched, and Section M1401.3 requires equipment to be sized according to the same national standard used everywhere else: ACCA Manual S, based on building loads calculated per ACCA Manual J or an equivalent approved method.8 South Carolina's own Chapter 44, "Referenced Standards," names the specific edition directly: "ANSI/ACCA 2 Manual J - 2016 Residential Load Calculation", cited at both N1103.7 and M1401.3.3 That's a rare case of a state's own code text naming the exact Manual J edition by number rather than leaving "an approved equivalent" undefined.
The energy code and the residential building code move on different clocks - don't assume they update together. A South Carolina builder who has followed the residential code through 2015, 2018, and 2021, and will follow it into 2024 starting 2027, could reasonably assume the energy chapter moved along with it. It didn't, and based on the 2021 pattern, the 2024 cycle isn't expected to change that either. Confirm you're still running the 2009 IECC for energy compliance regardless of which residential code edition governs the rest of your permit.
Local jurisdictions can go stricter, but the state minimum doesn't vary. Unlike a home-rule state, South Carolina's 2009 IECC baseline applies uniformly - there's no city-by-city edition to track for the energy standard itself. What can vary locally is whether a specific jurisdiction has adopted something more stringent on top of that floor, or approved a narrow local modification through the Building Codes Council's process (Greenville County's radon-control appendix to the 2021 IRC is one documented example of that process at work, though it addresses radon, not energy).4
"South Carolina uses an old code" undersells what actually matters for compliance. The 2009 IECC's prescriptive table is genuinely less stringent than a 2021 or 2024 table would be for the same climate zone. That's a real consideration for anyone weighing whether to build to a higher voluntary standard for a HERS rating, ENERGY STAR certification, or a federal tax credit - the state minimum will not carry you there on its own, and the simulated-performance or UA-trade-off paths are worth a closer look if you're already investing in better assemblies than the 2009 table requires.
Watch for the 2024 South Carolina Residential Code's final text once published. Until the Council's finalized 2024 modification index and code text are available to confirm whether Chapter 11 is again deleted, treat the 2009 IECC as the safe, verified assumption - not an inference that a 2024-cycle residential code automatically carries a 2024 energy chapter.
