If you ran a free online Manual J calculator and got it kicked back by plan review, the tool itself is often not the problem — the software might even be ACCA-approved. The problem is almost always that the numbers you entered don't match what's on your actual plan set. That said, tool choice matters too: some popular "free" and manufacturer-branded calculators aren't on ACCA's approved software list at all, and building departments that check will reject them regardless of how accurate the math is. ACCA maintains a public list of approved software, and recent listings have included Wrightsoft (Right-J8 and Right-J Mobile), Cool Calc, Elite RHVAC, Adtek AccuLoads, Florida Solar Energy Center's EnergyGauge, Carmelsoft HVAC ResLoad-J, Avenir's MJ8 editions of HeatCAD and LoopCAD, CalcuNow MJ8-Calc, Conduit Tech, Amply Energy, and Zero Homes. ACCA states plainly on its own approved-software page: if software isn't listed there, it is not ACCA-approved and does not produce results ACCA certifies as compliant with its standards. That list changes periodically as vendors add or drop certification, so check ACCA's page directly for the current list rather than relying on any static article, including this one.
Manufacturer-branded and equipment-selection tools are built for different purposes than a code-compliant residential Manual J, and some aren't on ACCA's approved list for residential load calculations, so plan reviewers who check the list will reject the output. Carrier's HAP (Hourly Analysis Program), for example, is a load-modeling tool most commonly associated with commercial/ASHRAE-style analysis rather than ACCA's residential Manual J methodology, and practitioners have noted discrepancies between HAP output and Manual J output on the same building because the underlying calculation approaches differ. Approval status for any specific manufacturer tool should always be verified directly against ACCA's current list before you rely on it for a permit submittal. The safer default for a residential permit submittal is a tool that appears by name on ACCA's approved list — Wrightsoft, Cool Calc, Elite RHVAC, or Adtek cover the large majority of residential contractor use.
The inputs don't match the plans — this is by far the most common rejection reason, and it happens with ACCA-approved software just as often as with unapproved tools. A plan reviewer isn't grading your software choice; they're comparing the window schedule, square footage, ceiling type, and insulation values stated on your Manual J report against what's drawn and noted on your architectural plans. If your Manual J says 12 windows and your elevations show 16, or your insulation input says R-19 walls but your wall section detail calls out R-21, that's a mismatch the reviewer will catch on a straightforward side-by-side comparison — no calculation error required, just an inconsistency. This is exactly why free calculators run by a homeowner or contractor in a hurry get bounced: it's fast to plug in a rough square footage and a generic climate zone, and much slower to actually pull real numbers off a full plan set. The software producing a technically correct BTU number for the inputs you gave it doesn't help if those inputs were wrong to begin with.
Because the time cost isn't in running the software, it's in extracting accurate data from your plans — window-by-window orientation and area, wall assembly composition, ceiling and floor type, infiltration assumptions, and correct design temperatures for your specific location. A careful room-by-room Manual J on a typical single-family home takes real time to do properly regardless of which tool you use, because someone has to go through the plan set methodically: counting and orienting every window, reading every wall and ceiling assembly note, checking climate design data for the actual jurisdiction rather than a statewide default. Free tools remove the software cost but not the labor cost — and rushing that labor to save time is exactly what produces the mismatched inputs that get reports rejected.
No — square-footage rules of thumb are not a Manual J and are not an approved sizing methodology under IRC M1401.3 or IECC R403.7, and inspectors who catch this on review will reject it outright. This shortcut ignores window area and orientation, insulation levels, ceiling height, infiltration, and local climate — all of which materially change the actual load. It also tends to produce oversized equipment, which short-cycles, dehumidifies poorly, and wears out faster than correctly sized equipment. If a contractor's proposal cites a tonnage with no load calculation behind it, that's not a Manual J and won't satisfy a plan reviewer asking for one.
